Resource usage should be normalized by wealth generated. It should also be indexed by income quintile, and in large countries, local geographies.

"The US is wasteful" is painting with a broad brush stroke.

Altering the metric to favor the US and instead make countries like India look bad is not a better solution. The presence or generation of wealth is not a valid excuse for unabashed consumption. In fact it is highly causal to the problem.
